

Dr. Joseph Ndengeye (Qiao Letian) holds a PhD in Theoretical Economics from Peking University and an MA in International Economics from Seoul National University. His work bridges health economics, economic development, and monitoring & evaluation (M&E), with a track record of translating data into policy and programmatic action. He currently serves as Head of Research and Development for the China-Africa division at the International Cooperation & China Urban Planning Institute. Previously, he held roles as M&E Officer at the Rwanda Governance Board, Analyst at the Rwanda Biomedical Center, and Interim Director of Finance and Administration at the Ministry of Sports. Guided by a service-oriented leadership philosophy, he seeks opportunities where economic research directly informs decision-making.
Joseph Ndengeye has over sixteen years of experience in Monitoring, Evaluation, and Learning.
Responsible for the overall monitoring and evaluation of Rwanda Governance Board.
Responsible for the overall monitoring and evaluation of Rwanda Biomedical Centre (RBC).
Monitoring:
Evaluation: Plan and implement RBC program evaluations)
Coordination:
• Coordination of RBC partners activities or programs.
• In-charge of activities supervision at decentralized level.
Database Management:
• Participate in Design and installation of a web-based database for capturing and storing data generated by the HIV M&E system: the CNLSnet database for district level community-based (www.cnls.gov.rw).
• In-charge of National Spending Assessment (NSA).
• In-charge of Data Quality Audit (DQA).
• In-charge of Resource Tracking Tool (RT database) of RBC.
• Reporting to SPIU/Ministry of Health on Progress of activities financed by SSF/HIV component.
