2. Conducted Full-Element EHSS System Audits for All EPC Contractors:
Prepared audit reports, issued nonconformity summaries, and required contractors to complete corrective actions within the deadline. Details as follows:
(1) I joined the company on July 8, 2024. On July 26, I issued a notice organizing all EPC contractors to conduct a self-inspection of their EHSS management systems. Reviewed self-inspection reports from 14 EPC contractors, identifying a total of 144 nonconformities. Conducted a comprehensive analysis of the deficiencies to identify system weaknesses and provide targeted guidance and support.
(2) On August 26, 2024, organized a full-element EHSS system audit for IPMT. The audit team consisted of 11 professionals in occupational health, environmental protection, training, and construction technology. A total of 237 nonconformities were identified. Issued a Summary Table of EHSS System Nonconformities, requiring contractors to submit Corrective Action Response Forms. All corrective actions were completed on time and verified by the project division and supervision team.
Prepared the EHSS System Audit Report, which was presented during the EHSS regular meeting. The report included an analysis of current system weaknesses and proposed improvement suggestions to promote continuous improvement in EHSS management among EPC contractors.
(3) On February 17, 2025, organized the first phase of the 2025 EHSS system audit, focusing on on-site safety performance. Key audit elements included leadership, on-site risk control, EHSS inspections, training, and emergency preparedness.
While some nonconformities in risk and emergency management remained, overall performance showed improvement compared to the previous quarter. A total of 157 nonconformities were identified. The audit findings were shared at the EHSS weekly meeting, and the Summary Table of EHSS System Nonconformities was distributed to contractors. All corrective actions have been completed and verified by the project division and supervision team. Follow-up spot checks will be organized by the EHSS department.
3. On September 9 and December 2, 2024, supported EHSS audits conducted by Fluor (China) Engineering and Construction Co., Ltd. (hereafter “Fluor”). Followed up on suggested improvements and reported the corrective results to Fluor.
4. Supported the EHSS management system audit led by SABIC consultant Mr. Sunny (Sun Liyong). Followed up on the nonconformities identified and reported corrective results to Mr. Sunny.
5. Participated in weekly comprehensive inspections. Based on issues found on-site, conducted element-specific audits of contractors’ EHSS systems.
6. Reviewed the weekly EHSS self-management analysis reports submitted by contractors. Prepared evaluation reports on contractors’ EHSS self-management performance and uploaded them to the digital site platform to support leadership’s EHSS decision-making.
7. Prepared work permit training materials and exam papers. On August 16, 2024, conducted training and testing for contractor applicants, issuers, and supervisors. Certificates were issued by each contractor to those who passed the exam.
1. Revised Training Management Procedures and Oversaw Onboarding Training for Project Personnel
Revised the training management procedures based on actual project needs, optimizing the onboarding training process to make it more streamlined and efficient. The updated process reduced the amount of documentation required from contractors and the workload for document review, ensuring a smooth and orderly onboarding training process.
Considering the generally low educational background of on-site workers, I tailored the training content to be easy to understand. I used simple, accessible language and incorporated interactive elements such as classroom Q&A sessions. Additionally, I enriched the course content by sourcing and editing recent accident case videos and safety micro-films using video editing tools (e.g., JianYing). These efforts enhanced the clarity, engagement, and effectiveness of the training, helping workers better understand and accept the safety requirements.
Regular visits to the construction site allowed me to dynamically adjust course content according to evolving site risks. For instance, as work at heights increased, I emphasized edge and opening protection, safety rope setup, and proper use of harnesses. A total of 11,299 individuals received onboarding training under my supervision, all of whom passed the required examinations before commencing work.
2. Developed Annual HSE Training Plan and Conducted Specialized High-Risk Work Training
Prepared training materials based on operational standards and client requirements, and implemented HSE-specific training sessions according to the annual training plan. Training content focused on risk identification, operational procedures, roles and responsibilities, and emergency response measures, using case studies to highlight key lessons.
To enhance the relevance of the training, I addressed common site violations and their consequences, such as:
• Working at heights without platforms or guardrails, or with improperly set safety ropes and fall arresters;
• Hot work near flammable materials, or improper handling of gas cylinders;
• Inadequate gas testing or monitoring in confined space operations.
Conducted four rounds of specialized safety training sessions, covering topics such as working at heights and hot work operations.
3. Organized Safety Watchperson Training
Developed the Safety Watchperson Training Course based on standards for high-risk operations. Training emphasized protective measures and the monitoring responsibilities for work at heights, confined spaces, hot work, and lifting operations. Real-world incident cases were included to raise safety awareness and reinforce the watchperson’s role as the last line of defense.
Conducted four training sessions, training a total of 326 safety watchpersons.
4. Led Re-education Training for Safety Violations
Developed targeted re-education content based on the types of violations. Sessions included accident case studies and safety micro-films to raise awareness of safety responsibilities and social/family accountability. The goal was to shift the mindset from “being made to work safely” to “wanting to work safely,” thereby eliminating habitual violations. To date, 48 individuals have undergone re-education training.
5. Strictly Reviewed Onboarding Documentation to Prevent Unlicensed Work
Used official government platforms to verify the licenses of special operations personnel, ensuring 100% compliance with certification requirements on-site.
6. Established a Personnel Tracking System for All Contractors
Maintained a full-process personnel tracking ledger, recording each worker’s entry, transfer, position change, and exit. Also established blacklists and violation re-education records, enabling complete visibility into the movement and compliance history of every contractor personnel.
1. Participated in the Internal HSE System Audit Organized by the Owner, Jilin Petrochemical Company
Participated in an internal audit organized by the owner, Jilin Petrochemical Company, covering four inspection agencies and four contractor units. A total of 17 nonconformities were identified. I was responsible for drafting the audit report and urging responsible units to implement corrective actions.
2. Conducted Special Fire Safety Inspections at the Construction Site
Performed a targeted inspection of fire safety conditions on-site and issued an inspection report. Major issues identified included lack of fire water sources, acetylene cylinder storage areas located too close to site offices, and inadequate fire extinguisher distribution at fixed hot work stations and combustible material storage areas. These issues were reported, and corrective actions were required from the responsible units within a specified deadline to ensure fire safety across the project.
3. Organized Special Inspections on Certification Compliance of Special Operation Personnel and On-Site Vehicle Operators
Conducted a focused inspection on the certification status of special operation personnel and internal vehicle drivers, including welders, scaffolders, electricians, crane operators and signalers, boom lift operators, and loader drivers.
A special inspection report was prepared, and issues such as welders without safety operation certificates, untrained boom lift operators, and expired licenses for loader drivers were identified and reported. Responsible units were required to rectify these issues within a set timeframe to eliminate unlicensed operations on-site.
4. Regularly Prepared Monthly Safety Summaries and Periodic HSE Management Plans for Submission
Compiled and submitted monthly safety summaries and stage-based HSE management plans for the branch company to the Jieyang Dapeng Petrochemical Industrial Zone.
1. Responsible for HSSE Management System Training for the Gulei Refining and Chemical Integration Project
At the initial stage of the project, most personnel had no understanding of the HSE management system. To ensure the effectiveness of the training, I carefully developed the training curriculum to make it easy to understand, helping staff from various project departments, supervision units, and contractor organizations quickly grasp the HSSE management system and establish compliant HSSE documentation. This laid a solid foundation for the project’s successful external HSE system audit.
2. Conducted HSSE System Audits for 10 Supervision Units and 9 EPC Contractors; Supported Internal and External System Audits
• (1) Developed HSSE audit checklists based on Sinopec HSSE Management System Requirements, GB/T45001-2020 (Occupational Health and Safety Management System Requirements and Guidelines), and GB/T24001-2016 (Environmental Management System Requirements and Guidelines), and audited the HSSE systems of 10 supervision units and 9 EPC contractors. Audit reports were prepared, and responsible parties were required to rectify nonconformities within the specified timeline.
• (2) Assisted the Sinopec Nanjing Project Management Company in conducting an internal audit of the project’s HSSE system. As assigned by the department director, I supported Mr. Wan Hong from Nanjing Project Management in completing a preliminary audit, which covered Shanghai Engineering Company and Ningbo Engineering Company and identified 22 issues. The audit tasks were completed efficiently and with high quality. In August, we welcomed an internal audit conducted by external experts engaged by Nanjing Project Management Company.
• (3) Successfully passed an external HSSE system audit conducted by Lloyd’s Register Quality Assurance (Shanghai) Co., Ltd. in October 2020. I assisted the department director in preparing for the audit. No major nonconformities were identified, and the project passed the audit in one attempt.
3. Supported Multiple HSSE Inspections by Sinopec Headquarters and Departments
• (1) Assisted in an inspection of subcontract agreements by Sinopec’s inspection team. Fourteen EPC and general contractors were reviewed, with 15 HSSE-related issues found, such as mismatches between contract HSSE managers and on-site personnel without change approvals, and incomplete HSSE planning documents.
• (2) Participated in inspections of leadership accountability in safety by the resident inspection team and Gulei Petrochemical in August and a follow-up in October 2020. Units inspected included IPMT and six EPC contractors in the first round, and Zhenhai Petrochemical, Nanjing Engineering, and others in the second. I reviewed the effectiveness of corrective actions.
• (3) Supported a quality and safety inspection by Sinopec Engineering Department in September 2020. Assisted in rectifying HSSE issues identified during the inspection to ensure closed-loop management.
• (4) Assisted the department director in conducting unannounced “Four No’s and Two Straights” inspections focused on HSSE training among EPC contractors, including Shanghai Engineering, Ningbo Engineering, and Zhenhai Petrochemical.
4. Established and Improved the Project’s HSE Management System Documentation
• (1) Revised 50 HSSE management procedures and regulations according to updated laws and standards. Verified the validity of referenced documents and issued a Statement of Basis for Changes to HSSE Procedures and Regulations for the Gulei Project Management Department on June 5, 2020. Revisions included 13 key documents such as Hazard Identification and Risk Assessment Management Procedure, Environmental Aspect Identification and Risk Evaluation Procedure, and Fire Safety Management Procedure, along with regulations on hot work, excavation, lifting, and radiation work. A notice for upgraded versions of six key regulations was released on December 1.
• (2) Prepared eight specialized emergency response plans, including Natural Disaster, Fire, and Pandemic Emergency Response Plans, in accordance with Sinopec guidelines (e.g., Document [2018] No. 357 and No. 191).
• During the COVID-19 outbreak in 2020, over 10,000 workers were on-site from across China and abroad. I developed a Pandemic Emergency Response Plan tailored to this situation.
• Planned and organized a tabletop fire emergency drill for the canteen area. This improved the emergency response capabilities of relevant personnel and raised fire safety awareness. Issues identified during the drill were used to revise the fire emergency plan.
• (3) Created and maintained the List of Applicable HSSE Laws, Standards, and Requirements for the Gulei Petrochemical Project.
• (4) Completed the HSSE Legal and Regulatory Applicability Evaluation Table for the project, which was published on the internal OA system to guide HSSE compliance.
• (5) Authored the 2020 Annual HSSE Legal Compliance Evaluation Report for the Gulei Refining and Chemical Integration Project.
5. Completed Qualification Verification for HSSE and Special Operation Personnel from Supervision and Contractor Teams
Reviewed and approved the qualifications of 2,934 personnel for project entry. I maintained a careful and principled approach, ensuring timely verification without delays, thereby facilitating smooth workforce deployment.
6. Participated in Monthly Evaluations of Supervision Units
Based on my scope of responsibility, I contributed to monthly assessments of supervision units to encourage continual improvement in HSSE performance.
1. Led the Company’s HSE Management System to Ensure Effective Implementation
• (1) Organized the establishment of the company’s HSE management system documentation, supervised and inspected system operations, and promoted continuous improvement.
• (2) Authored the environmental and occupational health & safety (EHS) sections of the 2011, 2014, and 2016 versions of the Quality, Environmental, and Occupational Health & Safety Management Procedure Documents of Dongdian Yanta Company, drafting 11 EHS-related procedures.
• (3) Contributed to the Quality, Environmental, and Occupational Health & Safety Management Manual, writing all EHS-related content.
• (4) Developed Level-III EHS management documents for the company, including the addition of four key policies: Work Safety Risk Warning and Forecasting System, Confined Space Work Management Procedure, Third-Party Safety Management Procedure, and Occupational Disease Hazard Control Procedure.

2. Took the Lead in the Company’s Work Safety Standardization Certification, Securing First-Class Certification
• (1) Organized the preparation of work safety standardization assessment materials for the company.
• (2) Conducted training, guidance, and inspections related to work safety standardization across all project departments, and compiled the company’s self-assessment report on standardization.
• (3) Assisted the Safety Director in welcoming the certification audit conducted by Huadian Wanfang in Beijing, resulting in the successful acquisition of the company’s First-Class Work Safety Standardization Certificate on the first attempt.
• (4) Organized annual internal work safety standardization self-assessments, and submitted evaluation reports to regulatory authorities.
3. Organized Annual Safety Training for Company Management Personnel
At the end of each year, organized safety management training for HSE personnel, with a focus on current laws and regulations, company HSE procedures and policies. The training also included case studies of recent major incidents and corresponding prevention strategies to enhance the competency of front-line safety managers. These efforts supported safe on-site operations and laid a strong foundation for achieving the company’s annual HSE goals.
4. Responsible for the Training and Guidance of Project Department Safety Officers
According to the company’s training plan, regularly visited project sites to provide training on work safety standardization and HSE management system knowledge. Additionally, provided on-demand training and guidance to project teams based on their specific needs.

At the end of each year, assisted the department director in organizing company-wide safety training. Responsibilities included preparing training materials and presentations, and delivering targeted safety sessions for both headquarters and project personnel.
